A Framework for Evaluating Land Use Planning Alternatives: Protecting Biodiversity on Private Land Ecology and Society
Theobald, David; Colorado State University/The Nature Conservancy; davet@nrel.colostate.edu; Hobbs, N. Thompson; Colorado State University/Colorado Division of Wildlife; nthobbs@nrel.colostate.edu.
Planning activities by local government often seek to identify areas of land that offer particularly high value for conserving biotic resources. Because private land is being developed rapidly, there is heightened concern about identifying these areas. Although general principles on setting priorities for habitat protection are emerging, substantial ambiguity remains about how to implement these principles. Here, we offer a general modeling framework for evaluating how planning alternatives could affect Critical Habitat. The framework contains four components: stakeholder involvement, spatial modeling of Critical Habitat and development patterns, analysis of alternative scenarios, and evaluation and monitoring. We illustrate this approach using a case...

An Empirical Analysis of Stakeholders’ Influence on Policy Development: the Role of Uncertainty Handling Ecology and Society
Bijlsma, Rianne M.; University of Twente, The Netherlands; Deltares, The Netherlands; r.m.bijlsma@alumnus.utwente.nl; Bots, Pieter W. G.; Cemagref (UMR G-EAU); University of Delft, The Netherlands; p.w.g.bots@tudelft.nl; Wolters, Henk A.; Deltares, The Netherlands; henk.wolters@deltares.nl; Hoekstra, Arjen Y.; University of Twente, The Netherlands; a.y.hoekstra@utwente.nl.
Stakeholder participation is advocated widely, but there is little structured, empirical research into its influence on policy development. We aim to further the insight into the characteristics of participatory policy development by comparing it to expert-based policy development for the same case. We describe the process of problem framing and analysis, as well as the knowledge base used. We apply an uncertainty perspective to reveal differences between the approaches and speculate about possible explanations. We view policy development as a continuous handling of substantive uncertainty and process uncertainty, and investigate how the methods of handling uncertainty of actors influence the policy development. Our findings suggest that the wider frame...

Conflicts Associated with Dam Removal in Sweden Ecology and Society
The increasing number of deteriorating old dams that need renovation or have lost their function make dam removal a viable management option. There are at least four major reasons for dam removal: safety, law and policy, economy, and ecology. Here we discuss 17 Swedish dams that were recently considered for removal. Because dam removal usually causes controversy, dam removal initiatives may succeed, fail, or result in a compromise such as a bypass channel for migrating fish. We identify and discuss three major obstructions to dam removal: funding, cultural-historical values, and threatened species. To facilitate dam removal, the reasons for, and the effects of, dam removal must be carefully explained, and the public and stakeholders must be kept...

Enriching Stakeholder participation through Environmental Valuation; Eliciting Preferences for a National Park Designation in Northern Ireland AgEcon
Rowan, Emma; Longo, Alberto.
This paper provides the theoretical framework and describes the preliminary steps for combining collaborative planning and non-market valuation techniques to improve the decision making process and stakeholder involvement in land use decisions. Combining components of Collaborative Planning (CP) — a Planning theory seeking to achieve the highest level of consensus possible amongst all stakeholders — with non-market valuation techniques (Travel Cost Method and Contingent Behaviour) - widely used in environmental economics — this study attempts to elicit the preferences of the Northern Ireland population which could be affected by the proposed designation of a National Park. The CP elements of public participation are first used as an aid to design the...

Mar Piccolo of Taranto is an estuarine basin heavily exploited for commercial mussel (Mytilus galloprovincialis L.) farming. The historical renown of the Taranto mussels has suffered over the last decade following policy decisions to expand the mussel farms and to relocate a portion of the urban sewage to an outfall outside of Mar Piccolo. The resulting decline in mussel quality and the quandary of how to restore stability to Taranto mussel production became the focal issue for our application of the systems approach framework (SAF). We simulated the ecological, economic, and social interactions that affect mussel production. Stakeholders and mussel farmers contributed by participating in meetings during the entire exercise. Our simulation analysis...

Spatial, Ecological and Social Dimensions of Assessments for Bivalve Farming Management ArchiMer
Bacher, Cedric; Gangnery, Aline; Cugier, Philippe; Mongruel, Remi; Strand, Oivind; Frangoudes, Katia.
The general purpose of assessment is to provide decision-makers with the best valuable data, information, and predictions with which management decisions will be supported. Using case studies taken from four scientific projects and dealing with the management of marine bivalve resources, lessons learned allowed identifying some issues regarding assessment approaches. The selected projects also introduced methodological or institutional frameworks: ecosystem approach to aquaculture (EAA), system approach framework (SAF), marine spatial planning (MSP), and valuation of ecosystem services (ES). The study on ecosystem services linked ES to marine habitats and identified ES availability and vulnerability to pressures. The results were displayed as maps of...

Unpacking “Participation” in the Adaptive Management of Social–ecological Systems: a Critical Review Ecology and Society

Adaptive management has the potential to make environmental management more democratic through the involvement of different stakeholders. In this article, we examine three case studies at different scales that followed adaptive management processes, critically reflecting upon the role of stakeholder participation in each case. Specifically, we examine at which stages different types of stakeholders can play key roles and the ways that each might be involved. We show that a range of participatory mechanisms can be employed at different stages of the adaptive cycle, and can work together to create conditions for social learning and favorable outcomes for diverse stakeholders. This analysis highlights the need for greater reflection on case study research in...
