| Stakeholder participation is advocated widely, but there is little structured, empirical research into its influence on policy development. We aim to further the insight into the characteristics of participatory policy development by comparing it to expert-based policy development for the same case. We describe the process of problem framing and analysis, as well as the knowledge base used. We apply an uncertainty perspective to reveal differences between the approaches and speculate about possible explanations. We view policy development as a continuous handling of substantive uncertainty and process uncertainty, and investigate how the methods of handling uncertainty of actors influence the policy development. | The increasing number of deteriorating old dams that need renovation or have lost their function make dam removal a viable management option. There are at least four major reasons for dam removal: safety, law and policy, economy, and ecology. Here we discuss 17 Swedish dams that were recently considered for removal. Because dam removal usually causes controversy, dam removal initiatives may succeed, fail, or result in a compromise such as a bypass channel for migrating fish. We identify and discuss three major obstructions to dam removal: funding, cultural-historical values, and threatened species. | Mar Piccolo of Taranto is an estuarine basin heavily exploited for commercial mussel (Mytilus galloprovincialis L.) farming. The historical renown of the Taranto mussels has suffered over the last decade following policy decisions to expand the mussel farms and to relocate a portion of the urban sewage to an outfall outside of Mar Piccolo. The resulting decline in mussel quality and the quandary of how to restore stability to Taranto mussel production became the focal issue for our application of the systems approach framework (SAF). | The general purpose of assessment is to provide decision-makers with the best valuable data, information, and predictions with which management decisions will be supported. Using case studies taken from four scientific projects and dealing with the management of marine bivalve resources, lessons learned allowed identifying some issues regarding assessment approaches. The selected projects also introduced methodological or institutional frameworks: ecosystem approach to aquaculture (EAA), system approach framework (SAF), marine spatial planning (MSP), and valuation of ecosystem services (ES). | Adaptive management has the potential to make environmental management more democratic through the involvement of different stakeholders. In this article, we examine three case studies at different scales that followed adaptive management processes, critically reflecting upon the role of stakeholder participation in each case. Specifically, we examine at which stages different types of stakeholders can play key roles and the ways that each might be involved. We show that a range of participatory mechanisms can be employed at different stages of the adaptive cycle, and can work together to create conditions for social learning and favorable outcomes for diverse stakeholders.
